Assessing Willingness to Pay for Sanitation Services in the Village of Shtiqën

Shtiqën, a rural village in Albania, currently lacks a collective wastewater treatment system. Our project sponsor, SHUKALB, has proposed building a constructed wetland treatment plant in Shtiqën. Our team investigated the difficulties the Kukës Water Utility (UKK) faces in providing access to wastewater treatment, and Shtiqën residents’ willingness to pay (WTP). Interviews with residents revealed a willingness to pay to improve village sanitation but some level of skepticism given that organizations had failed to keep promises in the past. We recommended that the UKK continue to involve the community in conversations about wastewater treatment systems, and developed a guidebook to facilitate future community outreach.
