This report, prepared for the U.S. Department of Commerce, explores methods of measuring performance of scientific research within the National Sea Grant College Program. The use of the information comprised in this project should allow this agency to comply with the Government Performance and Results Act of 1993 (GPRA). We have collected information on the Sea Grant Program, the GPRA, and other agencies that fund scientific research and are also struggling with the requirements of this Act. In this document, we provide the Sea Grant Program with recommendations on how to measure the performance of its scientific research and to ultimately comply with the GPRA.
