This Major Qualifying Project studied the barriers to policy implementation and specific solutions that aid the implementation process. Using a case study of the change process occurring at the Harvey Wheeler Community Center in Concord, Massachusetts, the degrees to which these barriers hindered the implementation process and how to over come them were documented. The study concluded that group model building design system dynamics greatly helped to facilitate the process of implementation at the Harvey Wheeler Community Center.
