This project provided the United States Patent and Trademark Office with methods for measuring consistency in the patent examination process. The team conducted a literature review of consistency measurement methods across many industries, then conducted interviews with employees at the patent office to gather their opinions on consistency. Then, the team developed a catalog in which several consistency measurement methods were tailored to meet the needs of the patent office.
