Measuring Patent Examination Consistency at the United States Patent and Trademark Office
PublicThis project provided the United States Patent and Trademark Office with methods for measuring consistency in the patent examination process. The team conducted a literature review of consistency measurement methods across many industries, then conducted interviews with employees at the patent office to gather their opinions on consistency. Then, the team developed a catalog in which several consistency measurement methods were tailored to meet the needs of the patent office.
