Developing a Model for Behavioral Skills Reform Using Theory of Change

The goal of this project was to develop a general framework for behavioral skills reform programs that target NEET youth. NEET youth are the population of 17-25 year olds who are unemployed, uneducated, and not trained. We addressed this issue by researching skills needed for education and employment, interviewing directors of reform programs about which skills they targeted, and constructing models to represent the progression of skills targeted by these programs. Our analysis revealed three core themes for addressing the issue of NEET reform: personal, interpersonal, and societal awareness. Using these themes and the program- specific models we constructed a general model for behavioral skill reform, which we recommend organizations use to strengthen the scope of their programs.
