National grid had determined that they needed to develop an official method of making outage restoration predictions. Ideally, this method would be based on the type of storm, physical details of the damaged electrical distribution infrastructure components, and historical data on previous restoration times. Subject matter experts were solicited to provide the information required for statistical analysis and creation of a functional framework for the restoration time model.
