USPTO Skills Development Reference Manual

While the United States Patent & Trademark Office (USPTO) has an extensive history of teleworking, the office recognized the new body of research in remote learning brought by the COVID pandemic and wanted to leverage it to expand their soft skills development for over 8,000 employees. Our objectives were to identify best practices for workplace learning, identify the USPTO’s needs, and provide recommendations tailored to those needs. We interviewed employees of organizations with similar skills development needs to find best practices and limitations with workplace training. We participated in ideation sessions and interviewed USPTO managers to gain the perspective of patent examiners and managers respectively. We synthesized our findings to create a reference manual for the USPTO.
