FOREIGN MINISTER TAKES RAP AT DEMOCRAT'S FAILURE TO SEND ASSISTANCE. TWO MINISTERS QUIT JOBS REDS GAIN MORE GROUND THAN THEY HAD SOUGHT BEFORE INVATION STARTED. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Helsinki, March 331 -(R)- Weary Finland lacking weapons and skeptical of foreign offers of help, ended her bitter 31/2 months struggle against Soviet Russia today by yielding more soinl and economic and military independence than demanded before the war.
